Yes, you can technically purchase a car in the UAE without holding an Emirates ID. However, registering or insuring the car in your name isn’t possible without an Emirates ID. Your Emirates ID confirms your residency status in the UAE, and it's a required document by both the RTA and insurance companies to process car registration and issue an insurance policy.

• You may pay for a car, but ownership must be registered under someone with a valid Emirates ID who is a resident of the UAE.
• Without registration, the vehicle cannot legally be driven on UAE roads.
• Insurance companies require an Emirates ID to issue a policy in your name.
• Some dealers may hold the car until your Emirates ID is ready, especially if your residency is under process. But eventually, you will require an Emirates ID for full ownership and registration of the vehicle.
