Mandatory Medical Insurance (ISAHD) By June 2016

Establishing mandatory health insurance cover has the potential in bringing positive results to everyone on their day to day health requirements. Dubai has taken the optimum steps in adopting this globally accepted practice. As per Dubai Health Insurance Law No. 11 of 2013, every expatriate who is holding a Dubai residency visa, is required to have health insurance cover.


The Health Insurance Law for Dubai has been implemented in phases started late 2014 through to June 2016, based on company size and type of individuals seeking the cover.The deadline for each phase is as follows;

 

  • For employers with employees numbering 1000 or more: 31 October 2014
  • For employers with 100-999 employees: 31 July 2015
  • For employers with less than 100 employees: 30 June 2016
  • For spouses, dependents and domestic workers: 30 June 2016

 

As per DHA, Employers are obliged to put in place health cover for their staff that meets the minimum level of cover required by the law.The law also stipulates that employers cannot pass on the cost of the cover to their staff, and the DHA has made clear that it will treat any attempts to do so as a serious violation. As a means of ensuring cover is put in place and maintained, the renewal of an employee’s visa will be subject to the employee having health insurance in place. Employers have to provide a basic health coverage for lower salary band workers with an annual premium anywhere between Dh500-Dh700 and a maximum insurance cover per person per annum of Dh150,000/-.


As per DHA regulations,employees falling under lower salary band (Gross salary of AED 4000/month or less) can only obtain insurance coverage through the 9 Participating Insurers(PI). For others (salary>AED 4000/month) can be insured through both PI and non-Participating Insurers.

Dubai’s health insurance rules do not require employers to provide coverage for the dependants of their employees.Instead, the responsibilty for arranging the dependant cover falls with the respective sponsor.

As per market information, the linkage of health insurance to residence visas is already activated. The DHA has announced that the June 30 deadline for compliance still stands firmly in place, and non- complaint employers both company and individuals will be fined,fines vary between Dh500 and Dh 150,000.
